Job Description

Job Summary
The position will have the following roles, but not limited to:
The Head of Vendor Management is responsible for the governance, management and deliver of vendor lifecycle management for the Digital and Transformation Divisions. The Head of Vendor Management’s primary objective is to ensure the Divisional organisation, and therein their vendors and services, align and deliver to drive the Bank’s digital and transformation initiatives. The Head shall partner with Business Leads, responsible for the definition of business strategy, as to the acquisition, delivery and enhancement of vendor services required to meet Divisional objectives. The Head of Vendor Management will lead a defined, and virtual team, responsible to ensure the Bank’s vendors deliver to these stated goals and outcomes.
This role aligns key elements across service and vendor strategy, vendor relationship management, service delivery management, procurement and resource augmentation. The Head will help establish a common set of principle and processes (defined within a Vendor Management policy) and put into effect operational procedures for the varied stages of the vendor lifecycle. Critical functions performed will include: procurement strategy, contract management, vendor relationship management, and procurement management. Through these functions, the Head develops comprehensive vendor management and sourcing strategies, offers guidance on vendor selection, and manages strategic partnerships. By consolidating these responsibilities under one leadership, the Head of Vendor Management will ensure operational effectiveness and efficiency, help promote collaboration and cross-vendor service excellence, and ensures that the transformation aligns with the organization's strategic goals.
The role will report to the Chief Operating Officer of the Transformation Division and will be responsible for the management of team of ~2-3 staff, which includes open positions.

Responsibilities and Duties
The Head of Vendor Management’s responsibilities therefore include:
• Strategic Vendor Management: Develop and implement vendor management strategies that align with the bank’s operational and regulatory needs, and therein management of associated divisional and/or Bank policies
• Risk & Compliance Oversight: Ensure all vendors comply with banking regulations, data security policies, and risk management frameworks.
• Vendor Selection & Onboarding: Lead, support or advise on vendor assessment and selection, lead or advise on contract negotiations, and oversee the onboarding of new vendors
• Performance & Relationship Management: Establish KPIs, monitor vendor performance, and conduct regular business reviews to ensure service level agreements (SLAs) are met.
• Cost & Contract Optimization: Identify opportunities for cost savings and efficiency improvements while maintaining strong vendor relationships. Manage vendor budgets, and all related financial matters, including forecasting and financial reporting, aligned to service management and Key Performance Indicators. Assess new proposals, service order variations, in context of approved budgets and business cases.
• Cross-Functional Collaboration: Work with Procurement, Legal, Risk, Compliance, IT, and other business units to ensure seamless vendor integration and governance. Foster a collaborative and learning environment that encourages innovation and continuous improvement, sharing best practice across Divisional teams and related vendor relationships, promoting cross vendor collaboration and collective service delivery enhancement
• Issue Resolution & Escalation: Address vendor-related issues, manage escalations, and enforce remediation plans when necessary.
• Technology & Process Improvement: Leverage technology to enhance vendor management processes, reporting, and analytics.
• Regulatory Reporting & Documentation: Maintain vendor risk assessments, audit documentation, and regulatory reports as required by banking authorities.
• Resource Management: Build and lead a high-performing team of risk management transformation professionals including talent management programs to attract, retain, and develop service excellence and transformation expertise within the team
• Continuous Development: Lead the development and implementation of vendor management transformation initiatives.
• Reporting: Deliver timely, accurate and effective data and analysis to enable Divisional and Business Leads to optimize the role of vendor services in delivering Divisional objectives. Reporting to include internal SHB reporting (outside of Division) and regulatory reporting, as and when required.
• Audit: Periodically assess and/or audit vendors to ensure compliance with SHB policies, optimize commercial gain and identify areas for improvement and collaboration
• Other tasks as directed by the BoF Chief Operating.

Job Requirements

Experience and Qualifications
• 15 years of experience in vendor management, service delivery management, procurement, contract management and/or contract negotiation, legal and regulatory matters. Experience with transformation methodologies and best practices.
• Strong experience in contract negotiation, risk assessment, and regulatory compliance, and proven track record in managing large-scale vendor portfolios and cost-saving initiatives.
• Deep understanding of banking regulations, vendor management frameworks, and compliance requirements related to third-party vendors, preferably with Vietnamese market experience.
• Strong people, process and project management skills.
• Proven track record in delivering transformation initiatives, continuous improvement and service enhancement initiatives.
• Excellent communication and interpersonal skills to collaborate effectively with stakeholders at all levels.
• Strong leadership presence and the ability to inspire and motivate others.
• Excellent relationship-building skills. Collaborative and results-oriented.

• Fluent in English. (Equivalent to at least TOEFL PBT 650 or IELTS 6.5). Familiarity with Vietnamese is useful.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Working knowledge of relevant financial services technology (risk management systems, data analytics tools).
• Strong work ethic and a commitment to excellence. Ability to work in a fast-paced and dynamic environment. Highly motivated and self-directed.
